Dear Mr. President:

The people of Vietnam respectfully convey to Mr. President this letter-protesting against the Bilateral Accords to realign the land and sea borders signed between The Peopleõs Republic of China and the Socialist Republic of Vietnam on  December 30 th,1999 and December 25th,2000 These accords are unacceptable because they aim to legalize an inequitable secret agreements between the Communist Party of China and the Communist Party of Vietnam.  Such agreements have not been ratified and endorsed by the international law community, and are in flagrant violation of the integrity of Vietnamese territory and causes untold harm and loss to the people of Vietnam.

The people of Vietnam recognize that the Government of the Peopleõs Republic of China currently has procedures to recognize international laws. This matter of the borders between China and Vietnam is best left to the future officially elected officials of our two countries to make a determination thereof, so as to avoid unnecessary disturbances and the ensuing complications of such border disputes.  

The attitude of China vis-à-vis the Vietnam-China border will let the people of the world and in particular the people of Vietnam know whether they can put their trust in the famous 16 word policy toward neighboring countries that Mr. President has often championed: friend-ly bor-ders, brother-ly, neighborhoods, long term stabi-lity, co-operation for develop-ment.

The people of Vietnam hope that China remains open-minded and fair on this issue and that it will respect the legitimate rights of the people of Vietnam.
